Gaming in Paraguay reached a record collection in July
Paraguay's National Gaming Commission released its financial results for July, with a record collection of 20.837 billion guaraníes, approximately 3.45 million dollars, representing a year-on-year increase of 12.3 percent compared to the 18.550 billion recorded in the same month of 2025. With this result, the industry once again marked a historic high and maintained the upward trend observed during the year.
According to the comparative table of fees collected by the commission, available on the National Tax Revenue Directorate's portal, between January and July, an accumulated revenue of 134.632 billion guaraníes, approximately 22.2 million dollars, was recorded, an increase of 5.3 percent compared to the 127.858 billion from the same period in 2025. On a monthly basis, collections remained in a range close to 18.000 and 19.600 billion guaraníes between January and June, with July being the highest month in the series.
The gaming market in Paraguay is undergoing a structural transformation driven by the recent awarding of concessions for the operation of quiniela, within the framework of a broader regulatory reform process that ends a historical monopolistic scheme and opens a new stage of competition, investment, and the need to strengthen control mechanisms. In this context, President Santiago Peña signed Decree 5971, dated May 4, 2026, which authorized the concessions for the operation of quiniela to the consortium formed by Daruma Sam, Caproni, Dataforge, and the firm Technologies Development of Paraguay, after fulfilling the requirements established by the commission under the new gaming law.
This opening is part of a broader process derived from the regulation of the amending gambling law, aimed at modernizing the industry, improving traceability, and creating a more attractive environment for investment. One of the central aspects of the regulation is the elimination of the monopoly in the granting of permits, with the possibility of enabling up to three operators per game modality, while the integration of the commission into the National Tax Revenue Directorate expanded its capacity to supervise and sanction irregularities in the sector.
