Paraguay: Conajzar activates DNIT's "fiscal machinery" for illegal

Nine months after the regulation of the Gambling Modification Law, the National Gambling Commission (Conajzar) has decided to move from regulation to direct action. The Paraguayan regulator is advancing in a strategic coordination with the National Directorate of Tax Revenue (DNIT), a move that allows it to borrow the tax authority's "operational muscle" to strike at the clandestine offer.
Carlos Liseras, president of Conajzar, was clear about this new stage in an interview with Paraguay TV. According to the official, they now have a portfolio of real tools and are developing a stronger work plan through the DNIT. The key to this alliance is simple: the tax entity has the logistics and infrastructure for massive enforcement that the gambling regulator historically lacked.
Cyberpatrolling and seizures
The focus of the operation is twofold. On one hand, to reduce informality in the physical world through the seizure of equipment (such as street slot machines or unauthorized premises). On the other, and perhaps more urgently, the cleanup of the digital environment.
The agency is executing the deactivation of websites and sports betting platforms that operated without authorization for exploitation, promotion, or commercialization in the country. Thanks to the new legislation, Conajzar now has the legal and technical backing to block these unregistered sites that evade taxes.
More control, more social aid
Liseras highlighted that this tough policy has a direct beneficiary: the State’s coffers. Since the start of the current administration, there has been a sustained increase in the collection of fees from the legal sector.
These resources flow directly to social areas, particularly to the Directorate of Charity and Social Aid (Diben). The ultimate goal, the head emphasized, is to increase transparency and compliance with regulations, not only to protect users from fraud but to ensure that every guaraní wagered in Paraguay generates the social return required by law.
