Paraguay sets new gambling revenue record in August

Conajzar Dnit 2026

Two consecutive months of breaking records. The National Gambling Commission (Conajzar) closed August with G. 21,834,346,868 collected in fees, approximately US$3.58m, the highest figure in its history and 18 percent above the G. 18,479,114,902 from August last year. July had already set its own record with G. 20.837m.

The accumulated total for the year is also growing, albeit at a different pace. Between January and August, the agency has collected G. 156,466,738,453, around US$25.6m, according to the comparative chart published by the National Tax Revenue Directorate (DNIT). Compared to G. 146,337,911,861 for the same period in 2025, the increase is 6.9 percent.

The monthly curve shows a clear acceleration in the second half. January closed at G. 18.715m, February at G. 18.022m, and March at G. 18.316m. Since April, the floor has moved upwards: G. 19.301m that month, G. 19.632m in May, G. 19.549m in June; July stood at G. 20.837m and August at G. 21.834m.

This momentum coincides with a market that is being completely reorganized. Paraguay ended the monopolistic scheme of quiniela: President Santiago Peña signed Decree N° 5971 on May 4, 2026, which authorized the concessions to operate this game to the consortium formed by Daruma Sam S.A., Caproni SA, and Dataforge S.A., and to Technologies Development of Paraguay S.A. (TDP SA), after both proposals met the requirements set by Conajzar.

The opening comes from the regulation of the Amending Gambling Law, designed to modernize the sector, improve traceability, and make it more attractive for investment. Its most profound change is that no modality remains in the hands of a single operator: the norm allows up to three concessionaires per type of game.

The other change is institutional and explains a good part of the improvement in the numbers. Conajzar became integrated into the DNIT, which gave the agency more muscle to supervise and sanction irregularities in a market that until recently was controlled with much more limited tools. The commission itself has been warning about the growth of municipally authorized raffles that are then promoted nationwide, a gray area that falls outside this revenue collection framework.
