Paraguay's historic gambling revenue in first four months
The gambling industry in Paraguay has reached a significant financial milestone, closing the month of April with collection figures that mark a new high for the current period. According to official data published by the National Gaming Commission (Conajzar), tax revenues during the fourth month of 2026 amounted to 19,301,684,068 guaraníes, a sum representing approximately 3.1 million dollars. This financial performance represents a robust growth of 15.5 percent compared to the same month last year, consolidating an upward trend that has been developing since the beginning of the fiscal year.
This positive result is not an isolated event but is part of a quarter of constant dynamism for state coffers. The updated report from the National Tax Revenue Directorate (DNIT) reveals that, between January and April 2026, the Paraguayan State has accumulated revenue from gaming fees exceeding 76,612 million guaraníes. Comparing this accumulated figure with the 71,754 million recorded in the same period of 2025, an increase of 6.7 percent is observed, demonstrating the effectiveness of new fiscal strategies and the maturation of the local market.
Monthly Evolution and the Impact of Structural Reforms
The industry's performance throughout the year shows a sustained growth curve. After starting January with a collection of 18,715 million guaraníes, the flow remained stable during February and March, with revenues of 18,022 million and 18,316 million respectively. However, the jump recorded in April to 19,301 million not only sets the monthly record for the year but also validates the transformation process the sector is undergoing in the country. Paraguay is currently in a phase of deep transition, moving away from traditional management models to embrace schemes of greater openness and competition.
One of the drivers of this change is the recent signing of Decree Number 5971 by President Santiago Peña. This document, dated May 4, 2026, formalizes the awarding of concessions for the exploitation of quiniela, allowing multiple actors to operate simultaneously under the new Gaming Law. With the entry of the consortium comprising Daruma Sam, Caproni, and Dataforge, along with the continuity of Technologies Development of Paraguay (TDP SA), the country ends a long period of monopolistic exclusivity, seeking to improve the offering for users and maximize the traceability of generated funds.
Towards Greater Fiscal and Operational Transparency in the National Market
The integration of Conajzar under the structure of the National Tax Revenue Directorate has been a strategic step to strengthen the State's control capacity. This new institutional order allows for much more aggressive oversight of platforms and operators, ensuring that the industry's benefits are efficiently translated into resources for the country's social programs. Current legislation not only promotes competitiveness by allowing up to three operators per modality but also establishes higher technical standards to combat irregularity and illegal gambling.
