Cipriani pushes for online gambling regulation in Uruguay
Italian businessman Giuseppe Cipriani linked the competitive viability of his "Cipriani Ocean Resort" project to the need for a legal framework for iGaming. The US$ 450 million complex, which includes the second tallest tower in Latin America, is expected to open its first phase this year.
The debate on modernizing Uruguay's betting system has gained new momentum. Giuseppe Cipriani, CEO of the Cipriani Group, took advantage of the inauguration of the International Shooting Center in Punta del Este to send a strong message to the authorities: the legalization of online gambling is a vital condition for business development in the current era.
"We still don't have the online license, and we hope things move forward, because in 2026, as we are now, not having an online license is something that doesn't exist," the businessman stated, emphasizing the operational void it represents for a project of such magnitude to lack an integrated digital offering.
A giant that will transform the eastern skyline
The Cipriani Ocean Resort, Club Residences & Casino, designed by architect Rafael Viñoly, is not just a hotel; it is an engineering marvel that seeks to revitalize the grounds of the historic Hotel San Rafael with an investment of US$ 450 million. The development will feature three towers, one of which will reach 320 meters in height, positioning itself as the second tallest building in all of Latin America.
The first phase of the complex, projected to open in 2026, will include:
- A state-of-the-art casino with a VIP lounge, restaurant, and exclusive bar.
- An event space of 2,550 square meters.
- An exclusive beach club.
- The first residences and a portion of the new hotel distributed within the restored structure of the former San Rafael.
Regulatory uncertainty and the future of Enjoy
Despite the progress of excavation and construction work, the absence of clear regulations for online gambling in Uruguay remains Cipriani's main complaint, as he expects the digital license to be linked to the concession of the physical casino.
During the meeting with the press, the businessman was also asked about rumors of the acquisition of Enjoy Punta del Este. Although an offer of US$ 160 million for Baluma S.A. emerged in November 2025, Cipriani opted for caution: "It's a delicate matter; I don't want to discuss it now."
With the first phase of the resort just around the corner, Cipriani's pressure highlights the urgency of updating a gaming law that, in his opinion, has become outdated in the face of demands from international investors.
