Uruguay: Casino Operators Chamber to promote modern regulation
The land-based gaming industry in Uruguay took a historic step with the announcement of the Uruguayan Chamber of Casino and Entertainment Hall Operators and Lessors (CUOASEC), a new entity that unifies, for the first time, all private companies managing casinos and entertainment halls in the country.
The main objective of the Chamber is to strengthen the institutional representation of the sector, provide technical insight in regulatory processes, and collaborate in designing a modern, transparent, and sustainable regulatory framework that supports the growth of tourism and the economic activity linked to gaming.
Who makes up the new Chamber
CUOASEC is composed of the country’s leading operating companies, responsible for thousands of direct and indirect jobs, as well as strategic investments in infrastructure, technology, and tourism development:
- Codere – Maroñas and Sofitel Montevideo Casino Carrasco
- Baluma S.A. – Enjoy Punta del Este
- Compañía Rioplatense de Hoteles S.A. – Radisson Montevideo Victoria Plaza
- Manteo S.A. – Hotel Casino Rivera
- Naranpark S.A. – Salto Hotel Casino
- Mirador Campero S.A. – Durazno Hotel Santa Cristina
These companies concentrate the operation of the main hotel complexes and gaming halls in the country, a sector that represents a key contribution to Uruguay’s tourism offering.
New leadership and strategic agenda
The Chamber announced that Luis Alberto Gama Hernández will assume the role of Executive Secretary, from where he will lead a roadmap focused on:
- strengthening coordination with State agencies,
- consolidating public-private dialogue spaces,
- promoting updated regulations consistent with international standards,
- driving the transformation and professionalization of the gaming industry in Uruguay.

According to CUOASEC, the creation of the Chamber confirms the private sector’s willingness to work towards a regulated, responsible ecosystem aligned with the best global practices, at a key moment for the modernization of land-based gaming and the regulatory evolution underway in the region.
“With this initiative, we reaffirm our commitment to the country’s development and to a modern, sustainable, and responsible gaming industry,” concluded the new entity.
