Uruguay sets 15% commission for mobile lottery

The price for selling Lottery tickets via mobile phone has been set. The National Directorate of Lotteries and Quinielas (DNLQ) has fixed the commission at 15 percent for each sale made through the official mobile platform, and has also determined who receives this money.

The destination is specific. The funds collected through this channel are allocated to Quinielas Agency No. 1, which is part of Montevideo's collective betting bank.

The decision was formalized in Resolution No. 188/2026, signed by national director Marcelo Visconti, and mandates that all collective betting banks in the country and Banquidur GIE be notified, and that the agency's IT Department be responsible for its publication.

This regulation closes a circuit that had been left open in July. Resolution No. 134/2026 had opened the door to selling traditional Lottery games through the labanca.com.uy application, but left undefined how much would be charged for this intermediation. That is what has now been resolved.

The Uruguayan digital channel remains a minority, although it is gaining ground among certain age groups. A study by the Usina consultancy on public perception of gambling found that 68 out of 100 players only buy over the counter, 12 bet exclusively online, and 8 alternate between the two channels. The study was conducted on 500 representative cases surveyed from August 21 to 24, and shows that the age group where digital is most prominent is 30 to 44 years old, at 21 percent.

The DNLQ is under the Ministry of Economy and Finance and is the body that administers legal gambling in Uruguay, a system whose sales have always relied on the network of betting banks and agencies. Defining that the mobile channel's commission goes to a specific agency demonstrates how the State is attempting to incorporate digital technology without dismantling this pre-existing commercial structure.
