Venezuela Gov't Intervenes in Gaming, Horse Racing Amid Extortion
The Executive Power of Venezuela has carried out a deep restructuring of the institutions that regulate the betting sector and equestrian activities. Through an official decree signed by the vice president and acting president, Delcy Rodríguez, the main directors who managed these strategic areas were relieved of their duties. In his place, the administration has appointed Julio León Heredia to lead the equestrian entity, while Edgar Alejandro Melo Rodríguez has taken over the direction of the National Commission of Casinos, Bingo Halls, and Slot Machines. Similarly, Juan Carlos Amarante León was named as the new National Superintendent of Equestrian Activities, thus completing a total change of command that seeks, according to the decree, to reorder the sector under new criteria of institutional control.
A scandal of millionaire payments and parallel collection networks
The context surrounding these dismissals is marked by journalistic investigations and testimonies that reveal an alleged large-scale illegal collection scheme. According to complaints that have gained traction in recent weeks, representatives of at least ten companies in the lottery and betting sector were allegedly coerced into making millionaire payments in order to maintain their operations in the country. Some reports indicate that these demands for funds reached up to 2.5 million dollars in specific cases, forming a parallel collection system that operated outside official oversight.
This corruption network would not only involve high-ranking officials but also intermediaries responsible for channeling funds under threats of administrative sanctions or judicial interventions. The seriousness of the accusations has escalated to the point of leading to the arrests of businessmen, technology developers, and personnel linked to various betting platforms. The institutional impact is profound, as investigations suggest a possible infiltration of these pressure networks within security agencies and components of the justice system, which has amplified the crisis of confidence in the current regulation.
The challenge of regaining control over sector revenues
