Paraguay is one of South America's most active and best-documented online casino markets outside the pioneer jurisdictions. As of December 2024, the MEF's Official Concessionaires Register lists 19 active online casino (Casino On Line) operators. Six Casino On Line licences were revoked under the current administration. The sector generated record fiscal revenue of PYG 215,940 million (~USD 27.5 million) in 2025, up 22.85% from PYG 175,768 million (~USD 22.4 million) in 2024. Regulatory bodies: new institutional architecture since 2025 Law N° 7438/2025 (enacted 3 January 2025) completely restructured Paraguay's gambling institutional architecture. Three bodies now operate in coordination: CONAJZAR (Comisión Nacional de Juegos de Azar) is the regulatory body, now a decentralised body of the DNIT with functional and administrative autonomy. Its five members include a DNIT representative (chair), plus representatives of governors, municipalities, the Interior Ministry and DIBEN. DNIT (Dirección Nacional de Ingresos Tributarios): endorses CONAJZAR tender terms and regulations, collects and administers canons (0.7% goes to DNIT budget; remainder distributed per Law 1016), requires external auditor opinions on concessionaire accounts when canons are set as a percentage of revenues/profits, and provides CONAJZAR with technical and administrative support. Dirección General de Juegos de Azar, created by Decree N° 3846/2025, is the new technical-operational body. Its director chairs CONAJZAR. It implements policies, coordinates inspections, blocks clandestine casino signals and executes immediate actions against illegal activities. Gambling information systems must be connected in real time to CONAJZAR and certified by ONA-accredited entities. Applicable legal framework Law N° 1016/1997 is the base statute; Law N° 7438/2025 is its most recent modification and expansion. Law N° 6903/2022 (regulated by Decree N° 938/2023) protects minors from slot machine influences. CONAJZAR Resolution N° 5/2023 revoked Resolutions 15/2019 and 44/2020 and established new administrative procedures for Casino On Line licence applications. Four physical casino operators hold public-tender concessions: Azar Internacional S.A. (Alto Paraná), Casinos Paraguayos S.A. (Itapúa), SES S.A. (Asunción) and Casino Cerro Corá S.A. (Amambay). The sole sports betting concessionaire is Daruma Sam S.A. (Apostala platform, 5-year term). Quiniela is exclusively operated by TDP S.A. Licensing process for Casino On Line Online casino concessions require a public tender called by CONAJZAR. New modalities may begin with a provisional permit and must be submitted to public tender after 3 years of operation. CONAJZAR prepares the terms of reference, which DNIT must endorse before the call. National-scope concession adjudications require Executive Branch approval. Interested operators should contact CONAJZAR through dnit.gov.py for current calls and terms of reference status. Canon regime and fiscal distribution Canons are determined by CONAJZAR case by case. When set as a percentage of revenues/profits, concessionaires must obtain opinions from external auditors registered in DNIT's External Auditor Registry (Law N° 2421/2004, Article 33). National game canon distribution: 30% to municipal governments, 30% to departmental governments, 30% to DIBEN, 10% to Treasury. 0.7% of total canon goes to DNIT's budget. Market outlook DNIT Director Óscar Orué presented the Law 7438 investment opportunity at SAGSE Paraguay 2025, highlighting the opening of quiniela and sports betting to up to three operators per modality. New sports betting licitación is projected for 2026, though Daruma Sam's monopoly running to 2028 complicates the process. January 2026 posted PYG 18,715 million (USD 2.7M), up 23% year-on-year.
