Uruguay is South America's most restrictive and legally defined online gambling market. The governing principle dates to 1882 — Law N° 1,595 of 16 December 1882 established that all betting is illegal unless explicitly authorised by law — reaffirmed in 2017 by Law N° 19,535. The practical result: a complete state monopoly with Supermatch as the only authorised online sports betting operator and private online casino expressly prohibited. The state actively blocks unauthorised sites and prohibits payment processors from transacting with them. Regulatory bodies Two bodies under the Ministry of Economy and Finance (MEF) hold differentiated gambling authority: DNLQ (Dirección Nacional de Loterías y Quinielas) is the primary authority for lotteries and online sports betting. It directly administers state lottery products and has exclusive authority over online sports betting via Supermatch. The DNLQ issues URL blocking resolutions under Decree 366/017. Portal: loteria.gub.uy. DGC (Dirección General de Casinos del Estado) manages state physical casinos and supervises private casinos under the mixed regime. As of December 2024: 5 casinos and 30 entertainment halls; 2 casinos and 17 halls directly state-managed; 3 casinos and remainder in mixed private-investment/state-administration regime. Lessees include Maroñas Entertainment, Victoria Plaza Casino (Radisson), Santa Cristina Hotel & Casino, Rivera Casino & Resort and Salto Hotel & Casino. DGC Director General: Fernando Estévez. Applicable legal framework Law N° 19,535 (25 September 2017), Articles 244 and 245, expressly prohibit all online gambling services without prior authorisation, reaffirming the 1882 illegality principle. Decree N° 366/017 (21 December 2017, in force 1 January 2018) regulates Articles 244 and 245: Article 1: Prohibits unauthorised online gambling services. BCU-regulated electronic payment issuers cannot process transactions to unauthorised sites or prize payments — in force from 1 April 2018. Articles 3-4: Upon detecting an unauthorised site, DNLQ issues a URL blocking resolution → communicated to URSEC within 48 hours → ISPs must block within 48 further hours. Article 5: BCU communicates blocking resolution to payment processors within 48 hours for transaction blocking. Article 7: DNLQ may issue preventive URL blocks (up to 1 year) in serious cases without prior hearing. Article 9: Bans all advertising, sponsorship or promotion of unauthorised online gambling, including email, media advertising, sports sponsorships and public event signage. Article 11: Advertising violations carry fines of 10,000 to 20,000,000 indexed units (UI). DNLQ has blocked over 1,475 sports betting sites since 2017 and maintains a periodic list of unauthorised entities communicated to the BCU. Sole authorised online sports betting operator: Supermatch Supermatch (supermatch.uy) is Uruguay's sole authorised online sports betting platform. The Executive's power to organise online sports forecasting via DNLQ was established by Law N° 17,453 (28 February 2002). In 2005, Supermatch's exploitation was granted to La Banca de Quinielas (private company). The platform requires Uruguayan identity documentation for registration, covers football, basketball, tennis, Formula 1, virtual sports and live betting, and does not offer casino games. DNLQ reported USD 628 million in total revenues under its management in 2024, with Supermatch as the top earner. Online casino: legislative history and 2026 outlook Private online casino is expressly prohibited by Law 19,535. The most recent regulatory attempt was the Lacalle Pou government's bill: approved unanimously by the Senate Finance Committee on 11 August 2022 but archived in the Chamber of Deputies. Points of friction: the requirement for prior physical casino investment, amendments allowing licences for companies without physical casinos (linked to the Cipriani Group's Punta del Este project), and Frente Amplio/Colorado Party opposition. The Senate-approved text required establishment of a physical casino before online operations could begin (with a phased 20-50% investment threshold model). The Yamandú Orsi administration (took office March 2025) relaunched the debate. In December 2025, DGC Director Estévez confirmed the government is preparing iGaming regulation bills for presentation in H1 2026. Senator Felipe Carballo (Frente Amplio) separately proposed a state online gambling platform under DNLQ plus a new National Online Gambling Regulation Agency.
