Santa Fe defines the framework to grant online sports betting licenses
After the enactment of Law 14,235, the province of Santa Fe advanced in the regulation of the new online sports betting scheme and established the conditions for the granting of licenses, including a minimum fee of 15% on gross income.
Through Law 14,427, the provincial government determined that the bidding process will not have a maximum quota of permits. All licenses that are technically, legally, and economically suitable will be granted, under a single-stage procedure that will include administrative, technical, and financial evaluations carried out by an Evaluating Commission.
The companies awarded licenses will have up to 180 days to launch their platforms. The contracts will have an initial term of 10 years, with the possibility of an additional extension of up to 24 months.
On the economic front, the terms establish that the fee to be paid may not be less than 15% of the monthly gross result, calculated as the total amount wagered minus the prizes paid. Additionally, differentiated asset requirements are established: from USD 2 million for national individuals up to USD 120 million for international companies, which may only participate through Temporary Unions with local firms.
Throughout the validity of the licenses, the province will have unrestricted access to the gaming systems to verify bets, prizes, and the correct settlement of the fee, reinforcing state control over the operation.
With this scheme, the Santa Fe Executive seeks to make the market transparent, stop the advance of illegal gambling, and ensure that online sports betting operates under clear rules and with social purposes. The funds collected will be allocated to the Santa Fe Lottery, with the aim of strengthening the financing of public policies.
The legal framework authorizes bets on any current or future sports competition, of any nature, provided it has the approval of the implementing authority. Among the permitted disciplines are football, basketball, tennis, rugby, volleyball, motor racing, boxing, martial arts, hockey, golf, and cycling, among others.
In the case of horse racing, online horse betting will be enabled, except for those included in official programs, which will continue under their specific regime.
The regulation expressly clarifies that online bets on traditional casino games, such as roulette, slot machines, poker, or bingo, nor on lottery games, will not be permitted.
