Santa Fe governor seeks approval for online sports betting bid
The Government of Santa Fe formally requested the provincial Legislature's authorization to initiate the bidding process that will allow the implementation, operation, and exploitation of online sports betting in the province. The request was submitted as a bill within Decree 3084, which calls for Extraordinary Sessions and lists the topics to be addressed.
Among them is Message 44/25, which proposes the approval of the terms and conditions for a National and International Public Tender that will grant licenses to manage online sports betting in Santa Fe.
The drafting of the terms will be based on Law 14.235, the framework regulating gambling and sports betting conducted through digital means. The law establishes clear guidelines to guarantee public order, combat illegal gambling, promote responsible gaming, protect users, and minimize addiction risks.
What Santa Fe will require from future licensees
The terms must include strict obligations for the operators awarded the licenses. Among them:
- Approval of technological systems and games, and compliance with UIF regulations.
- Guarantees of operational integrity and security, transparency in draws, calculation and payment of prizes, and professional management of funds.
- Validation of player data with official agencies to ensure legitimate participation.
- Protocols to reduce social risks associated with gambling.
- Active cooperation with the State in detecting illegal gambling, preventing fraud, and criminal activity.
Additionally, the licensee must allow Lotería de Santa Fe unrestricted access to audit operations, obtain records, and supervise relevant information related to the online system’s functioning.
A market with growing illegal activity
The provincial Government acknowledges that there is a significant proliferation of unauthorized gambling platforms operating without restrictions and allowing access to users throughout the province, including minors, in direct violation of the current regulatory framework.
In light of this scenario, the regulation and subsequent tender aim to organize the market, establish reliable operators, and strengthen control and user protection tools.
With legislative approval, Santa Fe would be enabled to advance in a bidding process that could redefine the online sports betting ecosystem in the province during 2026.
