Brazil: Ad Limits & Anti-Illegal Gambling Actions Strengthened
The Senate Science and Technology Commission (CCT) once again placed the advertising and sponsorship of betting houses at the center of the debate. The project under review proposes to prohibit the dissemination, commercial support, and promotion of betting operators, as well as to prevent any modality involving electoral results.
The report by Senator Damares Alves (Republicans-DF) incorporated a proposal from Senator Jorge Kajuru (PSB-GO) that expressly bans bets linked to electoral processes. However, the discussion focused less on that point and more on the impact that a broad prohibition would have on an already regulated market.
Senator Lucas Barreto warned that restricting advertising and sponsorships could produce the opposite effect of what is intended. “If the sector is regulated and legal, banning club sponsorship pushes the activity towards illegality. And that is when risks and lack of control increase,” he said.
Government actions against the illegal market
While the Senate discusses new restrictions, the Chamber of Deputies addressed this Wednesday (10) the mechanisms used to block illegal betting sites, a topic that remains a central concern of the government.
Giovanni Rocco, National Secretary of Sports Betting and Economic Development of Sport, recalled that the delay in the full implementation of the regulatory framework hindered the fight against clandestine operators and increased the risks of result manipulation. The Ministry of Sport, he said, maintains as a priority the detection and sanctioning of fraud schemes in competitions.
Rocco also highlighted the need to train police forces to investigate sports manipulation crimes, a point on which the government has already begun to make progress. As an example, he cited the first National Technical Meeting on Combating the Manipulation of Sports Results, which brought together 54 delegates from the Civil and Federal Police for specialized training.
The secretary also mentioned that the Sports Betting Secretariat is working on designing a national policy to combat result manipulation, aiming to strengthen coordination among public agencies and provide more effective tools for oversight.
