Brazil betting market success hinges on operator regulatory compliance

The consolidation of a healthy betting ecosystem in Brazil is intrinsically linked to the commitment of authorized companies to the current legal framework. During her participation in the panel titled "The construction of the regulated market" at the SBC Summit Rio, Daniele Corrêa Cardoso, head of the Secretariat of Prizes and Betting (SPA), emphasized that the sustainability of the industry requires perfect synchronicity between state oversight and private responsibility.

Cardoso reviewed the journey from Law No. 13,756 of 2018 to the robust Law No. 14,790 of 2023, which allowed the State to obtain, for the first time, structural monitoring tools. Thanks to this advancement, the Ministry of Finance now has direct access to critical information about operators' partners and can implement preventive mechanisms against money laundering, ensuring a transparency that was previously nonexistent in the country.

Control strategies and combating the illegal market

One of the pillars of SPA's management is the eradication of platforms operating outside the law. The secretary highlighted that the fight is not limited to blocking sites in coordination with the National Telecommunications Agency (Anatel), but has been deepened through the concept of "financial suffocation".

Through SPA Ordinance No. 566, guidelines have been established for banking institutions to immediately interrupt transactions related to irregular domains. Furthermore, Complementary Law No. 224, sanctioned at the end of 2025, introduces a new level of responsibility for third parties who facilitate these operations, ensuring that the support network for illegal activities also faces legal and tax consequences.
