Brazil blocks online betting access for social program beneficiaries
The Brazilian government implemented a restriction from December 1 that prevents beneficiaries of Bolsa Familia and the Continuous Cash Benefit (BPC) from accessing online betting platforms. The measure, which already affects nearly 900,000 people, responds to an order from the Supreme Federal Court (STF) and aims to prevent resources from social programs from being used for gambling activities.
The decision was executed by the Ministry of Finance and regulated by the Secretariat of Prizes and Bets (SPA), in compliance with a ruling issued in November 2024 within the framework of Direct Action of Unconstitutionality 7,721, which analyzed the constitutionality of Law 14,790/2023. In that process, the STF supported the vote of Minister Luiz Fux, who ordered the Executive Branch to adopt special protection measures for social assistance beneficiaries.
The block applies to both Bolsa Familia and BPC payments and is carried out through the automatic cross-checking of data between betting platforms and the official databases of the Ministry of Social Development. According to official figures, the nearly 900,000 blocks correspond to access attempts recorded during the first 12 days of the regulation’s enforcement.
The rules establish that operators must consult the databases at different moments of the user relationship, such as registration, login, and financial transactions. The prohibition is general and applies to all beneficiaries considered to be in a situation of economic vulnerability, as long as they operate on platforms duly regulated in the country.
The impact of the measure has already begun to be felt in the market. According to internal estimates from the companies themselves, around 30 percent of their user base would have some type of link to social programs. In this context, projections indicate that the block could reduce sector revenues by between 8 and 15 percent.
At the same time, operators informed the Ministry of Finance about possible improper blocks. Sector representatives pointed out that the system would also be restricting former beneficiaries, since validation is carried out solely based on the status reported by the Ministry of Social Development, without distinguishing between those who still receive benefits and those who no longer do.
The Ministry of Finance clarified that there is no individual evaluation of CPFs and that the block is applied automatically, based on information updated monthly from CadÚnico, Bolsa Familia, and BPC. Meanwhile, the Ministry of Social Development indicated that it performs monthly controls over the lists and requirements of beneficiaries, although it did not specify the date of the last database update nor confirm whether it received formal reports about incorrectly applied restrictions.
