Brazil extends digital council alliance to fight illegal betting

The Secretariat of Prizes and Bets of the Ministry of Finance of Brazil (SPA-MF) decided to extend until June 30, 2026 its cooperation agreement with the Brazilian Digital Council, with the aim of intensifying the fight against illegal and irregular promotion of betting in the digital environment. The agreement, originally signed on July 3, 2025, and which was set to expire at the end of December, was renewed following the publication of an addendum in the Official Gazette.

The agreement has facilitated the exchange of information between the Secretariat of Prizes and Bets and major technology platforms that are part of the Digital Council, such as Google, Meta, Uber, TikTok, Kwai, and Hotmart. Thanks to this direct channel, the removal of content and advertisements that violate regulations has become faster and more effective. According to data from the Council itself, more than 5,000 pieces of irregular content have already been removed following notifications sent by the SPA’s enforcement area.

In addition to stopping illegal advertising, the cooperation aims to strengthen compliance with child and adolescent protection regulations, preventing those under 18 from accessing content related to gambling. In this context, the Digital Council promoted the campaign “Network that Cares”, focused on the safe and healthy use of technology, and incorporated preventive messages related to gambling. In the coming months, the initiative “Control Your Game” will also be launched, aimed at promoting responsible gambling practices.

Another significant advance of the agreement has been the review and strengthening of the internal policies of digital platforms regarding advertising, age control, and regulatory compliance. Some companies updated their terms and conditions and gambling policies to align with Brazilian legislation, including the requirement for proof that advertisers have official authorization from the SPA.

For the Secretary of Prizes and Bets, Regis Dudena, the extension of the agreement responds to concrete results. “This cooperation has generated clear positive impacts and its continuation is essential to protect people and strengthen the security of the regulated betting market in Brazil,” he said. Along the same lines, the executive director of the Digital Council, Felipe França, highlighted that the renewal confirms the effectiveness of the joint work between the public sector and technology platforms, emphasizing the progress made in content moderation, harm prevention, and protection of the most vulnerable audiences.
