Brazil Opens Consultation on B2B Tech & Game Provider Regs
The Secretariat of Prizes and Bets (SPA) seeks to define the technical requirements to approve platforms, game developers, and KYC systems. The market has until March 23 to submit its suggestions.
Gambling regulation in Brazil enters a new phase of depth. After establishing the rules for operators (B2C), the Ministry of Finance has decided to take a step further back in the value chain: now it is the providers' turn. The Secretariat of Prizes and Bets (SPA) officially launched a public consultation to discuss and establish the criteria that companies providing services to the iGaming industry must meet.
The government's objective is clear: to create a registry of certified providers that guarantees the technical integrity of the regulated market. The call, open since last Wednesday the 4th, will receive contributions from associations, executives, and specialists until next March 23.
Who does this measure affect?
The regulatory proposal is broad and seeks to "close the loop" of oversight. It will no longer be enough for the betting house to have a license; its business partners must also be recognized by the State.
The text under discussion covers critical actors in the ecosystem:
- Platform providers (PAM) and betting systems.
- Online game developers (slots, crash games, etc.) and live casino studios.
- Companies providing identification and risk classification technology (KYC/AML).
- Sports data providers (data feeds).
Daniele Correa Cardoso, head of the SPA, explained the logic behind this move: "The intention is to establish minimum technical parameters for the operation of these agents, increasing the responsiveness of market participants and strengthening actions to prevent illegality."
A 100% traceable market
The paradigm shift is total. Before Law 14,790, the Brazilian market operated mostly with foreign technology without local approval, which hindered state auditing.
With this initiative, which is part of the 2025-2026 regulatory agenda, Brazil seeks to standardize software quality and data security. By requiring technical and financial requirements from providers, the government aims to reduce the presence of "grey" companies and offer a predictable environment for both investors and players, ensuring that every slot spin and every sports bet runs on validated infrastructure.
