Caixa announces measures to curb PIX refund scams in lottery network
Following a strategic meeting with ABRASLOT, the bank presented an action plan to mitigate the risks of the Special Return Mechanism (MED). Measures include mandatory user identification and reducing the validity of the QR Code, seeking to protect lottery agents from systematic fraud.
Caixa Econômica Federal (CEF) has responded to the growing fraud complaints affecting Brazilian lottery houses. In a meeting with ABRASLOT (Brazilian Lottery Association), the entity detailed a set of security measures to protect operations carried out via PIX, a system that already accounts for more than half of transactions in these establishments.
The focus of the discussion was the MED (Special Return Mechanism), a Central Bank tool designed to recover funds in cases of fraud, but which is being used by criminals to request undue chargebacks after making legitimate deposits or withdrawals.
The 5 Key Security Measures
To reduce the risk exposure of lottery agents, Caixa will implement the following technical changes:
- User identification: As of February 23, it will be mandatory to identify the user making the PIX.
- Identity validation: Until March 31, the completion of the transaction will be conditional on the payer being the same user identified in the system.
- Time-limited QR Code: The validity of QR codes will be reduced to just 10 minutes.
- Suspension of services: As of March 16, the Pix Saque and Pix Troco modalities will be suspended in the lottery network.
- Specialized defense flow: Creation of a defense channel with employees expert in the lottery process to analyze challenges.
Pros and Cons: Industry Analysis
While user identification is seen as a positive and effective step to ensure that only the account holder operates, the suspension of Pix Saque and Pix Troco is considered a negative point, as it penalizes both lottery agents and the population that uses these convenience services.
Furthermore, concern persists about the immediate financial risk. Under current rules, when a customer initiates a complaint via MED, the amount is preventively debited from the lottery agent's account. This forces the entrepreneur to cover the amount with their own capital while the investigation, which can last seven days, is ongoing.
How the Return Scam Works
The scheme reported by entrepreneurs follows a clear pattern: fraudsters go to the lottery, make a deposit or withdrawal of significant amounts (such as R$ 1,000 or R$ 2,000) and, subsequently, request a chargeback to their bank claiming an error or fraud. This problem also affects the sports betting sector, where some bettors who do not win try to recover their money by unduly disputing the transaction.
Despite the advances, ABRASLOT warned that the current solutions might be insufficient to definitively resolve the problem, leaving the network exposed to unforeseen financial losses. The association will continue dialogue with Caixa to ensure the economic sustainability of the lottery units.
