Federal Revenue collects R$ 5B; gov aims R$ 10B from betting
The Federal Revenue Service presented on Thursday the results of the first semester's collection, highlighting for the first time the strong impact of taxation on fixed-odds betting, which includes both lotteries and betting houses.
Between January and July, the sector contributed R$ 4.73 billion to public coffers. Of that total, R$ 2.1 billion came from lotteries, whose funds have a specific legal destination, while R$ 2.6 billion corresponded to traditional taxes such as Income Tax, PIS/Pasep, and Cofins paid by companies in the sector.
The leap is evident: in July alone, the collection was R$ 928 million, compared to just R$ 8 million in the same month in 2024, when the market was still unregulated.
According to Marcelo Gomide, coordinator of Forecasting and Analysis at the Revenue Service, the expectation is that the collection will double by the end of the year, reaching the government's target of R$ 10 billion.
Claudemir Malaquias, head of the Center for Tax and Customs Studies, described the numbers as “atypical,” given that it is a new market, and noted that its performance is already beginning to impact other taxes. The sector’s good results, for example, boosted the collection of PIS and Cofins, which totaled R$ 333 billion through July, a real increase of 4.64%.
Impact on the fiscal framework
Despite the exponential growth, the Independent Fiscal Institution (IFI), linked to the Senate, warned that the increase in taxes on betting, along with other measures such as the rise in IOF, will not be enough to meet the fiscal framework goals. Brazil has been carrying primary deficits since 2015, and the international context of low growth adds pressure on revenue collection.
For the government, however, the regulation of betting represents a new source of income that can help reduce dependence on traditional taxes. “In principle, I see no problems in reaching the R$ 10 billion target this year,” Gomide said.
Exponential growth
Agência Brasil had already shown in June that in May alone, revenue linked to online betting grew by 23,000% compared to the same month in 2024, rising from R$ 4 million to more than R$ 800 million.
In the first five months of the year, the leap was even greater: from R$ 7 million in 2024 to R$ 3 billion in 2025, an increase of over 40,000%.
