ANJL prepares a proposal for license consultation
The National Association of Gaming and Lotteries began coordinating a joint response to the public consultation launched by the Secretariat of Prizes and Betting of Brazil's Ministry of Finance, which seeks to update the criteria for licensing fixed-odds betting operators in the country. During a meeting held on Friday, July 31, attended by more than 20 associated companies both in person and virtually, the entity analyzed the draft of the future regulation that will replace Ordinance SPA/MF 827/2024, currently in force for the authorization process of sportsbooks.
As explained by the Ministry of Finance when launching the consultation on July 27, the proposal is structured around three main pillars: strengthening documentary requirements to prevent money laundering, advancing the evaluation of the economic solvency and capital origin of applicant companies, and establishing more detailed rules to reduce information asymmetries during the licensing process. The meeting was led by lawyers Hygo Carvalho, Pedro Prates, Rafael Fernandes, and Alice Ravazzoli, from the association's legal team, who presented a technical analysis of the contributions received so far, identifying the main discussion topics, evaluating the potential impact of the changes on operators, and defining the criticality level of each proposal.
The association's president, Plínio Lemos Jorge, stated that the collaborative work will allow addressing the most sensitive aspects of the regulatory project and building a consensual position for the sector. He emphasized that the problems of one operator are also those of others, so the discussion will cover issues relevant to the entire market so that everyone can be integrated into the process. The entity announced that it will organize new meetings in the coming weeks to consolidate a single document to be submitted to the secretariat as part of the consultation, which will remain open until September 9 and will accept suggestions from companies, specialists, and citizens for the development of the new regulations that will govern the issuance of future licenses.
