São Paulo clubs defend BRL 350m against Bill 560/2025

BRL 350m per year. That's what Corinthians, Palmeiras, and São Paulo collectively pocket from their contracts with betting operators, according to Globo Esporte's calculations, and that's what would be jeopardized if the project currently before the São Paulo city council moves forward.

The threat has put historical rivals on the same side. On Friday, September 11, delegates from these three clubs, plus Santos and Juventus da Mooca, met with executives from gaming companies at the headquarters of the São Paulo Football Federation (FPF), with a clear objective: to present a united front before the vote.

The text causing them concern is numbered 560/2025 and bears the signature of councilman João Jorge (MDB). Its scope is broad. No event held within the municipality could display advertising from betting companies, neither on billboards, nor on banners, nor on the screens of stadiums or any other sports venue. For those who disobey, the project foresees a financial penalty of BRL 50,000 and the possibility of losing the right to organize events for two years.

The process is already well underway. The council's committees have voted in favor, and two more votes remain in the chamber before the dossier reaches the desk of Mayor Ricardo Nunes (MDB) for signature. The local sector estimates that this could happen in the coming days.

Alongside the economic argument, there is another that the clubs strongly emphasize: asymmetry. If the prohibition applies only within the city limits, a São Paulo team would have to negotiate with its hands tied compared to rivals based in other states, who would still be able to display the same brands without any restriction.

The FPF is the federation that manages football in the state of São Paulo and organizes the Campeonato Paulista, in addition to bringing together the five clubs that sat at the table. The municipal discussion mirrors a movement that has already occurred in other Brazilian cities, where local councils have approved or promoted limits on betting advertising in public spaces, while the federal Executive Power simultaneously maintains its own review of sector regulations.
