Renan Calheiros suspends vote on online betting, fintech tax hikes
The Economic Affairs Committee (CAE) of the Brazilian Senate suspended on Tuesday the session in which Bill 5,473/2025 was to be voted on, an initiative that proposes increasing the tax burden on fixed-odds betting and modifying the tax regime for fintechs. The cancellation was decided by the chairman of the committee, Senator Renan Calheiros (MDB-AL), and confirmed by his office.
A key project for the Government’s economic area
Bill 5,473/2025 proposed doubling from 12% to 24% the Government’s share in the net revenue from fixed-odds betting, reducing the portion allocated to betting houses from 88% to 76%.
The Ministry of Finance considers the measure a priority, arguing that the sector maintains “very high profitability” and that the increase is necessary to strengthen social security and compensate for tax losses of states and municipalities during the transition of the Tax Reform (2026-2028).
The text also foresees that part of the new federal revenue will be distributed directly among state and municipal governments to cover cash shortfalls related to the IRRF on payrolls.
Additional changes: new taxation for fintechs
In addition to revising the tax applied to betting, the bill proposes raising the CSLL applied to fintechs to 20%, equating their tax burden to that of insurers and capitalization companies. According to the statement of reasons, the adjustment corrects “distortions” and is justified by the high profitability of the digital financial sector.
Indefinite voting and ongoing negotiations
After the session’s cancellation, the bill’s processing was suspended and there is no new date for its vote in the CAE.
Behind the scenes, senators admit that talks continue both with representatives of the betting sector and with Government members, seeking adjustments that allow unblocking the proposal without harming the competitiveness of the regulated market.
