Senacon to receive weekly reports from Conar on illegal sites
Brazil's National Consumer Secretariat (SENACON), linked to the Ministry of Justice and Public Security, will receive weekly reports with approximately 700 illegal betting sites identified and removed by the National Council for Advertising Self-Regulation (CONAR). This measure is part of a cooperation agreement signed between the two institutions to strengthen the fight against irregular advertising by betting platforms.
The announcement was made by the National Consumer Secretary, Ricardo Morishita, during a press conference. He explained that, in addition to the list of irregular platforms, the agency will have access to information about advertising campaigns linked to these sites, which will allow it to expand its oversight actions. The secretariat indicated that the alliance is part of the federal government's strategy to intensify supervision of the fixed-odds betting market and combat the proliferation of platforms operating without authorization in the country. The expectation is that this information will support investigations and administrative measures against companies that violate sector regulations.
The agreement adds to another recent decision by the agency. On June 10, the secretariat published Ordinance GAB/SENACON number 71, which created a working group with the objective of supervising the fixed-odds betting market in Brazil. According to the regulation, signed by Morishita, the group must coordinate with the National Consumer Protection System to develop a national program focused on this market, with the function of preventing and repressing abusive practices by sportsbooks.
The group is coordinated by the secretariat itself, with the participation of four representatives from the Department of Consumer Defense and Protection. It also includes members of the Brazilian Association of Procons, the Consumer Public Prosecutor's Office, the National Council of the Public Defender's Office, and the Public Prosecutor's Office of the Federal District and Territories.
The body has four main tasks. The first is to prepare a technical diagnosis of the sector's advertising and investigate whether the platforms' architecture encourages excessive use, along with other aspects related to consumer relations. The second is to formulate guidelines and protocols for market monitoring and compliance analysis. The third is to create operational parameters for monitoring and applying sanctions. Finally, it must prepare a report with the results obtained. The group is scheduled to operate for 90 days, with the possibility of extension for another three months, and its meetings will be held fortnightly in person, virtually, or in a hybrid format, without remuneration for participants.
