WLA unveils sustainable online gambling recommendations for Chile
The World Lottery Association (WLA), the body that groups state lotteries from over 80 countries, has formally presented its roadmap for the future regulation of online gambling in Chile. The main objective of the document is to guide local authorities towards the creation of a market that is not only profitable but also safe and socially responsible. The association insists that the success of the new regulations will depend on their ability to channel users towards licensed operators, establishing a number of permits proportional to the State's oversight capacity to prevent market uncontrolled growth.
One of the strictest points of the proposal focuses on the protection of vulnerable sectors. The WLA recommends a total ban on welcome bonuses and "risk-free" promotions, arguing that these incentives are dangerous entry points for minors and young adults. Furthermore, the body warns about the risk of granting an "implicit amnesty" to platforms that previously operated illegally; therefore, it proposes that any previous operator be subjected to rigorous integrity evaluations before receiving a formal license under the new Chilean scheme.
The social role of Polla Chilena and the fight against the black market
The association also placed special emphasis on the value of Polla Chilena de Beneficencia, a regular member of the WLA, which in 2024 allocated USD 69 million to the State and various social aid institutions. The document makes a direct call to legislators for the new law to protect this public benefit model, preventing digital competition or disproportionate administrative burdens from stifling the social mission of the state lottery. For the WLA, the coexistence between private and state operators must be based on a balance that does not compromise resources destined for the common good.
Finally, the roadmap suggests implementing technical and financial blocking measures, such as payment and IP address restrictions, to actively combat unauthorized sites. To ensure transparency, the WLA advocates for strict oversight of ownership structures to prevent money laundering and a balanced tax policy. The ultimate goal is for the tax burden to be fair enough to allow the sustainability of legal operators against the black market, ensuring that online gambling in Chile operates under internationally validated integrity standards.
