Coljuegos redefines instant win games, enables crash-style in Colombia
The Colombian gambling regulator has taken a significant step in modernizing the country's online market. The Coljuegos Board of Directors approved Agreement 01 of May 7, 2026, a regulation that modifies Title 1 of Agreement 08 of 2020 and completely updates the regulation of instant win games operated online in Colombia.
The new wording replaces the previous scheme, which had been introduced by Agreement 02 of 2021 and adjusted by Agreement 06 of 2023. Until this week, the instant games category was restricted to a narrow definition and a closed list of three authorized titles: Aviator, Lucky Super 6, and Cops and Robbers. Any other mechanics were by default outside the regulated framework, which limited the offerings of operators and hindered the entry of international providers specializing in immediate interaction formats.
A definition built on three pillars
The new article redefines instant win games as those where the outcome does not depend on a draw or a sequence of events. The mechanics must be obligatorily supported by three elements: the intervention of an authorized Random Number Generator that determines the development or outcome of the game, a prize plan with a fixed or progressive multiplier, and the direct interaction of the player within the session to decide the exact moment of withdrawal or to execute actions that enable access to the prize.
The incorporation of progressive multipliers and active user interaction opens the door to a family of games widely developed in regulated markets in other regions. Under the new framework, crash-type formats, mines, tower games, pick games, reveal games, and other immediate interaction hybrids, which until now did not have a clear regulatory fit in Colombia, could be included. Coljuegos justified the reform by the need to adapt to international trends and algorithms developed by manufacturers, based on collision or collapse points that avoid predictable patterns.
Technical guarantees and express exclusions
The Colombian regulator was explicit in defining the scope of the category. The second paragraph of the new article excludes permanent bets or chance, traditional lottery, instant lottery or scratch, pre-printed lotto, online lotto, Super Astro, and Keno, the latter regulated by Agreement 07 of August 6, 2024, from the concept of instant prize. The regulation also establishes that the return to player provided in the approval certificates cannot be less than the percentage already defined for online games in the current regulation.
The regulatory process included technical meetings with the Vice Presidency of Commercial Development, the Information Technology Office, game providers, and certifying laboratories. The proposal was open for comments between February 27 and March 6, 2026, and was then debated in three ordinary and one extraordinary session of the Board of Directors. Agreement 01 was signed by Baltazar Álvarez Reyes, President of the Board, and by Norma Constanza Herrera Churión as secretary, and comes into effect upon its publication in the Official Gazette.
More offerings, more revenue, more transfers to health
According to the recitals of the agreement itself, Coljuegos analyzed international trends and the new mathematical mechanics used by global manufacturers, and identified opportunities to expand the regulated offering, strengthen the exploitation of the rental monopoly, and increase transfers to the health system. The reasoning is direct: a more diverse legal offering reduces the space for the illegal market and raises the base on which contributions to the health sector, the main destination of monopoly resources, are calculated.
The update marks one of the most relevant changes for the Colombian online ecosystem since the initial regulation of the segment. Colombia was the first country in the region to establish a federal licensing regime for online gambling and maintains a consolidated position as a regulatory reference in Latin America. The opening to new mechanics coexists with Brazil's progress under Law 14.790, the imminent discussion of the online betting project in Chile, the consolidation of the Peruvian model under Law 31557, and the open debates in Argentine provinces, in a context where Latin American regulators seek to combine product innovation, player protection, and effective revenue collection.
