The Association of Operators and Developers of Betting and Digital Games (ADOBAD) argues that the proposed changes threaten to disrupt the current market balance, opening the door to informal practices and jeopardizing the effectiveness of fiscal control. According to the entity, the suggested regulatory framework could encourage operators to migrate towards unregulated schemes, complicating oversight and tax compliance.
Consulted experts highlight that inadequate regulation could lead to a reduction in the sector's tax base, as players and companies would seek alternatives outside the legal framework to evade heavier tax burdens or complex procedures. Furthermore, they warn about the impact this would have on competition and user protection.
In light of this scenario, industry representatives call for open dialogue with authorities to refine the project and avoid unwanted side effects, emphasizing the importance of regulation that fosters orderly and sustainable growth of the sector without sacrificing transparency or state revenue.
