ICE Barcelona strengthens CIBELAE alliance, reaffirms LATAM commitment
ICE Barcelona announced a significant expansion of its historic alliance with CIBELAE, consolidating a strategic relationship that has already lasted over a decade and is now more strongly focused on promoting responsible gaming and driving sustainability initiatives throughout Ibero-America.
CIBELAE, as the regional arm of the World Lottery Association (WLA), brings together state lotteries and regulatory bodies from Latin America, Spain, and Portugal. The renewal of the agreement reaffirms the association’s central role in developing policies, standards, and best practices for the sector.
Prominent presence at the XIX CIBELAE Congress
As part of strengthening the alliance, Liliana Costa and Alessandra Narcisi, senior representatives of Clarion Gaming, traveled to the XIX CIBELAE Congress to formalize the expansion of the agreement. During the meeting, Clarion launched a special activation: a raffle among participants to award a VIP package with all expenses paid to attend ICE Barcelona in January 2026.
The winner was Alan Marín Roldán, General Director of the Social Protection Board of Costa Rica, who received the recognition during the official congress event.

Rodrigo Cigliutti, Executive Director of CIBELAE, highlighted the symbolic and strategic value of this renewal:
“The congress brought together an exceptional number of authorities and regulators from Latin America and Europe. The presence of ICE Barcelona and Clarion Gaming further elevated the level of the event. We were also pleased to offer, together with ICE Barcelona, an exclusive experience for one of the attendees, a gesture that reflects the spirit of cooperation we promote.”
Cigliutti reinforced his gratitude to Clarion Gaming for supporting another edition of the CIBELAE Congress and for continuing to drive the sector’s development.
For her part, Liliana Costa emphasized the regional impact this strengthened alliance will have:
“CIBELAE’s active participation in ICE Barcelona will notably enrich the Lottery Conference, providing specialized analysis and further strengthening our strategic relationship. Latin America plays an increasingly influential role in the global gaming industry.”
She also confirmed that ICE Barcelona will host delegations from Argentina, Brazil, and Colombia, who will participate in exclusive sessions of the Latin America Academy, the new training and networking platform created by Clarion to promote education, best practices, and cooperation among markets.
