DNIT conducts raids in Amambay department
The National Gambling Commission of Paraguay, under the National Directorate of Tax Revenue, carried out a series of raids in the department of Amambay as part of its strategy to curb clandestine betting and illegal gambling. The operation was led by the Directorate against Economic and Financial Punishable Acts of the National Police, with the accompaniment of the Public Ministry, and was deployed after complaints of alleged illegal operations linked to sports betting and the exploitation of unregulated games.
The procedure represents one of the first significant cases under the new institutional articulation scheme established by Law N° 7438/25 and its regulations, a norm that reorganized the Paraguayan gaming framework, strengthened coordination between state agencies, and reinforced formal complaint and control mechanisms. For Paraguayan regulators, the raids in Amambay are a first operational test of the new regime, which is still in full implementation.
The DNIT and Conajzar emphasized that the fight against illegal gambling is an institutional priority. The official argument connects two levels. On the one hand, the impact of unregulated gambling on tax collection and the formal economy, two pillars of the Paraguayan tax system. On the other hand, the possible links of these clandestine activities with more serious punishable acts, such as money laundering and organized crime, a particularly relevant concern in a border region like Amambay.
The operation is part of a broader regional agenda, in which countries such as Brazil, Argentina, Chile, and Colombia are strengthening their inspection teams against illegal platforms and clandestine casinos, with judicial cases that often include economic crimes and drug trafficking. Paraguay had lagged behind in regulatory terms compared to some of its neighbors, and Law 7438/25 sought to reposition Conajzar as an authority with concrete tools to coordinate with the National Police, the Public Ministry, and departmental governments.
The procedure in Amambay thus functions as a political and operational signal. For the legal Paraguayan sector, it announces that the regulator will begin to exercise the new powers provided by law with greater systematicity. For Latin American operators evaluating the Paraguayan market as an expansion vertical, the news has a dual interpretation, as it confirms the crackdown on the illegal circuit but at the same time reinforces the importance of obtaining formal licenses to participate in one of the most interesting jurisdictions in the region due to its strategic location.
