Paraguay evaluates new sports betting licenses from 2026
The National Directorate of Tax Revenues (DNIT) is considering the possibility of initiating a bidding process to grant new sports betting licenses in the country during 2026. The decision will depend on a legal opinion that is currently under review within the agency.
The information was confirmed by the DNIT director, Oscar Orué, during his participation in the Play 360 program, hosted by Lorena Rojas and broadcast by América Streaming and América TV Paraguay. In the interview, Orué referred to the scope of the new gambling legislation and the scenarios opening up for the local market.
According to the official, the current regulations allow for the inclusion of two additional sports betting operators. However, the DNIT must first determine whether the call for bids can be made before the expiration of the current contract or if it is appropriate to wait until its conclusion.
“The analysis is in the hands of the legal department. We need to define whether it is appropriate to proceed with the bidding next year or if we must wait until the current contract ends. Once that is clear, only then can we work on the terms and conditions document,” Orué stated during the program.
The contract currently in force was signed under the previous legal framework and granted exclusivity to a single operator, Aposta.la, whose concession extends until 2028. However, the enactment of the new law modifies the previous scheme and enables a model with greater competition in the sports betting segment.
The DNIT indicated that one of the main objectives of the potential bidding process is to move towards a more open market, reducing the current concentration and promoting the incorporation of new technologies in gaming operations. In this regard, the legal decision will be key to establishing the timing and scope of the future tender.
While awaiting a formal resolution, the debate about opening the sports betting market in Paraguay is beginning to take shape, with expectations from both the public sector and private actors interested in participating in a new regulatory framework.
