Paraguay integrates crypto assets and gambling oversight

Paraguay's National Tax Directorate (DNIT) has taken a firm step in its modernization and financial control strategy by issuing General Resolution N° 47. This regulation introduces the first specific reporting obligation for the crypto-asset sector in the country, marking a milestone in the traceability of digital operations. The measure is not an isolated event but is part of a comprehensive fiscal agenda that seeks to integrate sectors of high economic mobility under a single umbrella of state supervision, ensuring that the growth of these new technologies translates into a solid and transparent tax base.

Following the implementation of this regulation, any individual or legal entity residing in Paraguay that conducts cryptocurrency transactions exceeding an annual value of $5,000 will be responsible for submitting an Informative Sworn Declaration. This process must be managed through the Marangatu system, the central platform of the tax administration. The most relevant aspect of this requirement is its universal scope, as it is not exclusively limited to exchanges or companies dedicated to digital mining but covers any taxpayer who integrates cryptographic assets into their regular financial operations.

The integration of Conajzar into the tax control structure

In parallel with the monitoring of digital assets, the DNIT has consolidated the incorporation of the National Gaming Commission (Conajzar) as a fundamental pillar of its new fiscalization ecosystem. Thanks to the promulgation of Law 7438, the gaming regulator has become part of the DNIT's organizational structure, an institutional transformation that significantly enhances the State's capacity to monitor, audit, and, if necessary, sanction irregularities in the sports betting sector. This synergy aims to improve the traceability of resources generated by the industry and ensure that the market operates under high integrity standards.

The results of this new management phase are already reflected in the official figures for the first four months of the year. Between January and April 2026, the gambling sector in Paraguay achieved an accumulated collection of 74.612 billion guaraníes, representing an income of over 12 million dollars. This financial performance represents a growth of 6.7 percent compared to the same period in 2025. The dynamism of the market was especially evident in April, when revenues exceeded 19.301 billion guaraníes, registering a notable year-on-year increase of 15.5 percent.

A model of social distribution and the end of monopolistic schemes

The relevance of these figures transcends strictly revenue collection, as the resources obtained have a social and decentralized destination by law. A substantial part of the collected fees is directly transferred to the Directorate of Charity and Social Aid (Diben), as well as to various governorates and municipalities for the financing of local projects. Furthermore, these funds nourish the Ministry of Sports and the National Treasury, allowing the gaming industry to act as an engine for investment in infrastructure and welfare programs throughout Paraguayan territory.

This strengthening of fiscal control occurs in a context of deep structural reforms for the industry. Law 7438 not only changed Conajzar's hierarchical dependence but also formally eliminated the monopoly on the exploitation of gambling in the country. As a result of this opening, two concessions for the operation of the quiniela have recently been awarded, fostering an environment of greater competition and transparency. With these measures, Paraguay positions itself as a market that seeks to balance business freedom with rigorous technical and fiscal supervision, adapting to the demands of the contemporary global economy.
