Peru completed its iGaming transition on February 9, 2024, when the Regulation to Law N° 31557 entered into force (DS N° 005-2023-MINCETUR, October 13, 2023). MINCETUR (Ministry of Foreign Trade and Tourism), through its DGJCMT division, is the national regulatory, licensing and enforcement authority. Portal: apuestasdeportivas.mincetur.gob.pe. Timeline: Law 31557 (August 2022) → Law 31806 amendments (June 2023) → DS 005-2023 Regulation (October 2023) → February 9, 2024: regulation effective date → February 10 - March 10, 2024: mandatory 30-day licensing window for all operators → April 2024: 12% net profit tax begins → 2025: 40%+ reduction in illegal supply reported. Three independent authorization types (6-year terms, renewable): online casino games platform, sports betting platform, and other modalities. Financial guarantee: greater of 3% projected annual net revenue or 600 UIT (~PEN 3.09M). Real-time server access granted to MINCETUR. Payment gateway providers must register as Linked Service Providers (from July 31, 2024). Crypto transactions prohibited. Tax: 12% on net profit. Sanctions: up to 200 UIT + permanent cancellation. Foreign operators must establish local offices and designate legal representatives. By 2025, government reported 40%+ reduction in illegal platform supply through MINCETUR-UIF-Fiscalía coordination.
