Brazil launches the Centralized Self-Exclusion Platform for bettors
Brazil activated on Wednesday the Centralized Self-Exclusion Platform, a new public tool that allows any citizen to simultaneously block themselves from all betting sites authorized by the Secretariat of Prizes and Bets of the Ministry of Finance (SPA-MF). Access is available through gov.br/autoexclusaoapostas.
Although betting houses already offer individual self-exclusion mechanisms, the government system unifies the process and adds new safeguards. From the moment of the request, the user's CPF is disabled from opening accounts on new platforms and also stops receiving targeted advertising from authorized operators.
The platform also retains information about care points of the Unified Health System to guide those seeking mental health support. Centralized self-exclusion is internationally recognized as one of the most effective tools for harm reduction related to gambling.
How self-exclusion works
To use the platform, the user must log in with a Gov.br portal account at silver or gold level. Then they select a blocking period between 1 and 12 months, during which they cannot reverse the decision. There is also the option of self-exclusion for an indefinite time, which offers up to one month to cancel the request.
The system allows declaring the reason for self-exclusion, although this information is optional. After confirming the data and accepting the terms of use, the user receives a receipt with all the registration details.
Implementation by operators
According to the Secretary of Prizes and Bets, Regis Dudena, authorized operators receive the self-exclusion notification automatically and have a maximum period of 72 hours to block all active accounts of that user and suspend their access to sites and applications.
Dudena highlighted that the platform will have more functions besides the auto-block, such as educational information, links from the Ministry of Health, and access to the Mental Health Self-Test.
A technical regulation, Normative Instruction 31, establishes the integration requirements to the Betting Management System and grants 30 days for companies to adapt their systems, including the refund of available balances to self-excluded bettors.
Upcoming obligations for the sector
The 30-day period to implement self-exclusion ends this Wednesday. From now on, a 90-day adaptation period begins for adjustments related to prudent self-limits. Ordinance 2,579 will require operators to establish mandatory limits on time and amount wagered at the moment of registering new users.
The launch of this system marks a key advance in Brazilian policy for the prevention and care of problems related to online gambling, strengthening consumer protection in the new regulated market.
