Triple betting funds for femicide fight and security plan
A bill by Congresswoman Maria do Rosário seeks to increase the National Public Security Fund's share of the sector's revenue from 12.6% to 30%. The initiative aims to secure funding for the protection of women and the monitoring of aggressors.
The debate over the destination of taxes generated by the iGaming industry in Brazil has gained a new and important chapter. Federal Congresswoman Maria do Rosário has presented a legislative proposal to modify the distribution of Gross Gaming Revenue (GGR), with the aim of making fixed-odds betting the main financial driver of public security and gender protection policies.
The initiative proposes a profound reform of laws Nº 13.756/2018 and Nº 14.790/2023. Currently, the National Public Security Fund (FNSP) receives 12.60% of the taxes applied to regulated operators. Rosário's project seeks to raise this percentage to 30%, which would represent a 138% increase in the resources the State receives to combat crime.
Robust funding without tax burden
For the legislator, the maturation of the regulated market in Brazil offers a unique opportunity to strengthen public coffers without burdening taxpayers. "By allocating 30% to the FNSP, we guarantee a robust and permanent source of funding to confront crime," said Rosário, emphasizing that an industry that moves billions of reais must return a significant portion to society.
The core of the project establishes a specific allocation within the fund:
- Mandatory quota: At least 30% of the resources transferred to the FNSP must be applied exclusively to the prevention of femicides.
- Concrete actions: The funds will be allocated to the electronic monitoring of aggressors, the expansion of shelters, and the strengthening of protection infrastructure in municipalities.
A protection gap in municipalities
The proposal does not arise by chance, but as a response to an alarming diagnosis. Recent reports indicate that 70% of municipalities in states like Rio Grande do Sul lack basic protection equipment for women at risk. This "protection gap" is what the new law aims to fill through structural investments financed by gambling activity.
Now, the project must go through the thematic committees in the Chamber of Deputies before reaching the plenary for its final vote. If approved, Brazil would position itself as one of the markets where the gambling industry has the greatest direct impact on public safety and social justice policies.
