Paraguay ends lottery monopoly via tender
The National Gambling Commission (Conajzar) officially launched Public Tender No. 01/2025 for the quiniela concession, marking a milestone in the Paraguayan gaming industry. Thanks to the recent amendment of Law No. 1016/1997, enacted as Law No. 7438/2025, the process will allow the entry of up to three new operators, ending the exclusivity scheme that TDP S.A. has maintained for over a decade.
On November 4, Conajzar formalized the call for a public tender for the operation of the national quiniela, a measure that inaugurates a new stage of openness and competition in Paraguay’s gambling market.
The process, supported by the Amending Law No. 7438/2025, enables for the first time in recent history the participation of multiple operators, following the expiration of the current contract with Tecnología Digital Paraguay (TDP), whose permit expires on December 19, 2025.
According to the terms published by the agency, Public Tender No. 01/2025 will select up to three concessionaires to operate the traditional quiniela game. The acquisition of the terms and conditions document will have a non-refundable cost of G. 100 million (approximately USD 14,000) and can be done between November 17 and 21, from 7:00 a.m. to 1:00 p.m., at Conajzar’s headquarters in Asunción.
The bids must be submitted on December 29, between 8:00 and 9:30 a.m., and will be officially opened at 10:00 a.m. the same day.
Interested companies—whether individuals or legal entities—must clearly identify the purchasing firm and, in the case of consortia, detail the corporate composition, the special address in Asunción, as well as contact information.
Conajzar’s president, Carlos Liseras, emphasized that the opening of the process “responds to a historic demand from the sector” and that the new model “promotes transparency, competitiveness, and greater revenue for the State.”
The Paraguayan Association of Gambling Operators (Apoja) welcomed the measure, highlighting that the end of the monopoly “opens opportunities for national and foreign operators interested in investing under clear and modern rules.”
Meanwhile, the sports betting market will remain closed to new bidders, as the current contract with the company Daruma SAM (Apostala) remains in effect until 2028, according to the current regulatory framework.
