Online gambling market in Brazil
Brazil regulated online gambling at the federal level through Law 14.790, establishing a single-license system administered by the Secretariat of Prizes and Bets. Since it took effect, dozens of operators have obtained authorization to offer sports betting and online casino games nationwide, making it one of the most significant regulated markets in Latin America.
Regulation
Regulatory body
The Secretariat of Prizes and Bets, linked to the Ministry of Finance, is responsible for granting licenses, supervising operators and setting technical and player-protection rules. The SPA centralizes the authorization process at the federal level, replacing the previous fragmentation and establishing a single oversight channel for fixed-odds betting and online casino across Brazil. Current law
Law 14.790, enacted in 2023 and implemented through successive SPA regulations, forms the core legal framework. It sets capital requirements, platform integrity rules, responsible gambling mechanisms, advertising restrictions and reporting obligations. Regulation has been progressively completed with complementary ordinances specifying technical, financial and anti-money-laundering aspects for licensees. Official source
Market status
The market has been regulated at the federal level since the licensing regime took effect. Domestic and international operators obtained SPA authorization to operate legally, while unlicensed platforms face blocking and sanctions. It is one of the largest and most active online betting markets in the region, with centralized oversight and common rules nationwide.
Taxation
Licensed operators are taxed on gross gaming revenue and also pay a periodic license fee to keep their authorization valid. Player winnings are also subject to withholding under specific tax rules. The regime aims to balance public revenue collection with the competitiveness of the regulated market against unlicensed offerings. Official source
